Total SA intends to begin production at the Joslyn Creek Oil Sands project in Canada by 2017, Bloomberg reports.
Jean-Michel Gires, president of Canadian exploration and production, has said that the company will focus on mining close to the surface instead of using high-pressure steam.
The site did not have enough output to justify using the steam technique, which is expensive, Mr Gires said.
The fact may also have been influenced by the shutting down of steam-assisted drilling in June by Total in Alberta when an accident sent steam and rocks 300 metres into the air.
Instead Total plans to mine oil-soaked rocks and soil near the surface of the ground.
Total's website says this technique will "result in less impact on the environment and earlier restoration of the land".
Speaking this week at the Cambridge Energy Research Associates industry conference in Houston, Mr Gires said the project may be expanded further.
"It's a pretty significant lease with adequate quality of bitumen," he said.
