Responding to new statistics from the Department for Transport (DfT) - which showed HGV activity fell by 13 per cent in 2009 - a spokesman for insurance provider Staveley suggested foreign drivers pay far less for diesel than their UK rivals. "The British road haulage operator is being slowly strangled to death." The representative also expressed concern about the recent drop in cross-channel trade and claimed that the vast majority of Britain's haulage business have been adversely affected by recent developments in the sector. In his emergency Budget in June, chancellor George Osborne announced plans to press on with fuel duty increases in October and January, with a VAT hike also planned for the new year.
