The government has confirmed the Driving Standards Agency and Vehicle Operator Services Agency will join together in 2014.
Roads minister Stephen Hammond announced people who have enquiries about driving tests or goods vehicle testing will need to contact the single organisation.
The authorities decided to merge the two bodies after analysing the results of a consultation on public sector services held between December 2012 and March 2013.
Mr Hammond suggested the move was necessary in order to keep up with customers' demands.
"By bringing testing and standards services into a single organisation we will make life easier for customers and potentially reduce the fees we charge," he commented.
Mr Hammond has also eased the concerns of drivers and transport organisations by insisting the government has earmarked more than £3 billion to invest in the UK's road network in its latest Spending Review.
Some groups – such as the Freight Transport Association – were worried transport budgets would be decimated as Whitehall continues to service the nation's financial deficit.
