The Institute of Advanced Motorists has revealed many drivers across the UK are continuing to use their vehicles despite having 12 or more points on their licence.
A freedom of information request to the DVLA by the organisation showed that more than 8,000 motorists are in this position, with the top 14 offenders having 25 points or more.
Steph Savill, managing director of FOXY Lady Drivers Club said: "They are getting away with it because the courts seem unwilling to play the disqualification cards they hold. There may even be a case for making serial point scorers re-sit the theory and practical driving test."
Men are more likely to flout the law in this manner, with just 14 of the top 99 offenders in the UK being women.
The news follows recent research published by the AA which showed that up to 17 million qualified drivers claim they would fail if forced to retake their driving test.
